Job Title - HEAD OF WASTE TRANSFORMATION MANAGER/PROJECT MANAGER
Industry - Economy & Environment/ Waste and Recycling
Salary - £63,282 to £67,663
Contract - 2 years fixed term.
Location - Pontypool (Hybrid working)

This role is a senior level officer responsible for delivering a strategic and impactful change to the Council's recycling and waste services.
Responsibilities Include;
- Accountable and responsible for the effective leadership, management, monitoring, and reporting of all aspects of the Waste Transformation Programme
- Ensuring workstream leads are supported, deliver effectively, produce quality pieces of work as per the programme which contribute to the overall outcomes of the programme.
- Drive the implementation and embedding project and programme management capability through the service through effective training and coaching in structured methodologies and techniques.
- Ensure effective communications and relationships with Welsh Government so that there is understanding of the overall programme and its contribution to WG's recycling targets.
- Develop and embed the approach to Project Management and business improvement within the service to ensure that change delivers real sustainable value
Lead the delivery of the capital work projects within the programme.
- Ensure there is appropriate oversight and management of all strategic and operational risks, as well as assuring value for money on all investments within the transformation programme.
- Take a leadership role, working closely with the Leadership Team, Members, Chief Officers and Heads of Service to drive a culture of continuous improvement within the service.
Essential Experience;
- Educated to degree level or equivalent experience along with a minimum of 5 years' experience in the delivery of complex projects and improvement programmes.
- Significant management experience at a senior level within a PMO function, ideally within a local government or public sector setting.
- Leadership experience of implementing organisational goals and objectives in a complex, dynamic and challenging environment.
- Experienced in articulating business requirements and priorities for transformation, assessing business readiness, designing new operating models, driving business adoption, and providing specialist change management support.
- Excellent stakeholder management skills to work across the Council and with external stakeholders in an effective manner.
