Job summary:

The post holder will work as part of a single senior management team and this role will lead the management and delivery of the EMAS/111 contracts on behalf of all East Midlands ICBs. The role will have responsibility and accountability for agreeing the contractual terms and associated commissioning arrangements, whilst also supporting the development of new commissioning and provision models through the creation of Integrated Care Systems and more collaborative and Place-based working.

The role:

Be responsible for leading the commissioning and improvement work-stream programmes of the regional contracts, including planning, negotiations, contracting, performance and all projects which supports and enables an environment of continuous improvement to deliver on all targets and programmes of improvement

The post-holder will support the modernisation of services supporting key service reviews (across East Midlands health communities) and developing appropriate strategies across the health and social care community systematically

Support the Executive Director of Strategy & Planning with their corporate duties of associated programmes e.g. Urgent Care, Emergency planning, change programmes etc.

Employing effective communication, negotiation and influencing skills to enable stakeholder relationships to deliver objectives over the duration of the tenure/project with external organisations to ensure seamless transition to the new system, wider NHS stakeholders to ensure collaboration in the strategy in the Organisation, and internal leaders and staff to gain input to the development of systems, processes and activities

Further responsibilities:

* Be accountable for specific Programme Areas in planning, co-ordination and delivery (including system financial efficiency plans)
* Budget setting and managing related activity, liaising with Finance colleagues to ensure appropriate costings
* Motivating and inspiring staff throughout the strategy to role model leadership and innovation
* Establishing and managing the Directorate's risk management, change control and issue resolution processes
* Developing a strategy including research and development to identify, develop and promote best practice

Person specification:

* Extensive knowledge and expertise across a number of specialist subject areas e.g. a combination of some of the following areas: clinical, research and development, personnel, finance, estates, plus further relevant specialist training, research or study
* Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
* Proven and significant leadership experience
* Demonstrated expertise in a Healthcare environment
* Significant management experience at senior level in the NHS or other public healthcare related industry
* Ability to analyse highly complex issues where material is conflicting and drawn from multiple sources
* Experience of managing and prioritising a large budget
* Experience in leading a major change initiative with entrepreneurialism in a challenging organisational environment
